A vegetarian restaurant excludes meat and fish but allows dairy, eggs, and honey. This makes it a much larger and historically deeper category than vegan. The Indian diaspora's high end (Indian Accent in New Delhi and New York, Dishoom's serious Bombay-style cooking) made the case that vegetarian cooking can be the equal of any meat-led kitchen.
The contemporary mid-tier vegetarian restaurant tends to be ingredient-led and seasonal rather than substitute-based. Plenty (Yotam Ottolenghi's London projects), Plant in Asheville, Vedge in Philadelphia, Joia in Milan, and the new generation of Indian-trained chefs running tasting menus in London, New York, and Singapore lead the category. The diagnostic order at a serious vegetarian room is the chef's tasting if available; the menus are usually built to be eaten in sequence, and a la carte selection misses the structure.

How to order
Almost any cuisine has a strong vegetarian repertoire; you don't need a specifically-vegetarian restaurant. A short history
Vegetarianism in India and the Buddhist world is older than recorded history. The Jain dietary tradition (no meat, no root vegetables, no honey, no fermented foods, no overnight-stored foods) is among the strictest food traditions in the world and dates to the 6th century BCE. Vegetarianism entered Western culture through 19th-century English movements (the Vegetarian Society, founded 1847). Modern Western vegetarian fine dining traces to the 1970s (Greens in San Francisco, opened by the San Francisco Zen Center in 1979) and to the 1990s (Joia in Milan, the first European vegetarian Michelin star, 1996).
